Welcome. I am a Professor in the Department of Government and Politics, University of Maryland and am affiliated with the Center for International Development and Conflict Management.
My current research examines how crises—particularly climate change—reshape governance and authority relationships globally. I focus on nonstate actor governance, asking when and why armed groups, rebel organizations, and other nonstate actors govern where states cannot or will not. My broader research interests include self-determination movements, civil war, and nonviolent resistance. My latest book is Rebel Governance in the Age of Climate Change. I am also the author of Inside the Politics of Self-Determination (Oxford University Press). My work has appeared in leading journals including American Political Science Review, American Journal of Political Science, International Organization, Journal of Politics, Journal of Peace Research, Journal of Conflict Resolution, International Studies Quarterly, Research & Politics, and Perspectives on Politics. I received my Ph.D. from the University of California, San Diego in 2007. I have been a Fulbright Scholar and an Irregular Warfare Initiative non-resident Fellow. My research has been supported by the DOD Minerva Foundation, the National Science Foundation, and the Research Councils of Norway and Canada. |
